Job Title: Banking Compliance and Operational Risk Manager

The Bank of America Europe Global Compliance and Operational Risk (“C&OR”) team for Banking are recruiting for a Compliance and Operational Risk Manager to join the Dublin office.

The C&OR function is responsible for engaging in activities to provide independent compliance and operational risk oversight of Front Line Units (“FLUs”) and Control Functions (“CFs”) in alignment with the Global Compliance Enterprise Policy and the Operational Risk Management Enterprise Policy. The C&OR Manager is accountable for proactive identification, management and escalation of compliance and operational risks through the execution of Compliance and Operational Risk Programme activities. This role exercises judgment and influence, and constructively challenges FLU and CF leaders, balancing business strategy with appropriate controls.

Overview of the Role:

This individual will help to deliver the Compliance and Operational Risk Programme coverage of the Banking line of business, through the following C&OR Programme activities:

  • Contributes to or leads development of risk coverage plans, executes and / or oversees execution of independent risk monitoring, testing and risk assessments, and communicates results

  • Reviews and challenges internal and external operational loss events, including development of remediation plans to strengthen controls, and approves where appropriate

  • Reviews and challenges the FLU/CF Single Process Inventory (SPI), and FLU/CF component of the Risk Self-Assessment (RSA)

  • Identifies emerging compliance and operational risks, and provides a second line of defence assessment of the control environment

  • Identifies, aggregates, reports, escalates, inspects and challenges remediation plans, and performs thematic analysis on FLU/CF-owned issues and control enhancements

  • Ensures C&OR “owned” issues and control enhancements are identified and addressed appropriately and timely

  • Provides subject matter expertise to assist the FLU/CF in establishing an annual learning plan, and may be accountable for developing and delivering training content

  • Develops and maintains C&OR-owned policies and standards and/or provides oversight of FLU/CF-owned policies, standards and procedures to ensure regulatory and operational risk requirements are appropriately addressed, inclusive of conduct risk as applicable

  • Participates in Scenario Analysis activities for coverage areas and challenges as appropriate

  • Participates in new product reviews, ongoing business initiatives and escalated transactions

  • Reviews regulatory change initiatives and undertaking impact assessments of such changes, including the implementation of new or updated Compliance and/or Operational Risk policies

  • Produces and/or oversees the development of independent risk management reporting for respective area(s) of coverage as input to governance and management routines

The Team:

The team is responsible for Compliance & Operational Risk coverage for the Banking lines of business in BofA Europe and, once hiring is complete, will consist of 5 team members based in Dublin and Paris. The team works closely with Banking C&OR coverage colleagues based in London and globally, and is part of the broader BofA Europe C&OR team which covers the full scope of functions and locations in which BofA Europe operates.

By joining this team, you will gain exposure to colleagues and senior managers in Global Banking, Global Markets, Operations, Technology, Risk, Legal and Audit, both within the legal entity and globally.

Key Skills and Experience:

  • Bachelor’s degree or equivalent

  • Knowledge of Global Banking lines of business, in particular Global Transaction Services. Global Markets knowledge will also be advantageous

  • Compliance and/or risk management experience

  • Solid awareness of controls and governance

  • Strong influencing and interpersonal skills

  • Capable of sustaining effective working relationships while maintaining an independent viewpoint and providing credible and constructive challenge

  • A flexible and solution oriented perspective, and a determination and desire to find answers to complex issues

  • Strong written and verbal communication

  • Logical thinker with keen attention to detail

  • Willingness to learn beyond the task or job at hand

  • Ability to work both as part of a team and independently
