Mexico Sr Tech Manager, Technology Risk & Control

We are looking for an energetic, highly motivated, self-directed, results-driven individual which will oversee and be accountable for Mexico Technology Risk & Control. The ideal individual for this role is an experienced, proactive, confident, collaborative Technology leader keen on building strong relationships across business, technology and partner teams in order to deliver on key risk and control objectives. The person selected for this role will be able to proactively partner with local, regional and global lines of business, control functions and other technology teams to define, oversee, execute, actively participate in, and deliver an improved control environment. An influential and personable people leader that manages with conviction, the individual must feel comfortable working under pressure, in a highly matrixed environment, interacting effectively with senior business and technology leaders, and have strong oral and written communication skills.

Responsibilities include overseeing all local Technology risk and control activities in support of all Mexico lines of business.

  • Actively support Technology teams in defining local strategic and tactical business plans from the risk perspective, bringing in ample know-how and best-in-class practices in order to align technology plans with business objectives.

  • Advise users and internal clients on emerging risks, process control improvement opportunities, and risk mitigation practices, while ensuring implementation of sustainable controls and sound operating practices.

  • Drives the continuous evolution of Bank of America’s risk management culture within the local technology organization, and drives technology, business and partner areas to execute on shared goals to improve overall Technology risk posture and controls.

  • Leads, oversees and is responsible for all direct and indirect line-of-business, control-function and technology audit interactions within the local technology space, including all banking and markets line-of-business, anti-money-laundering, internal controls, Finance, and product external and internal audits and targeted risk assessments.

  • Oversees timely completion of enterprise internal mandates including vulnerability remediation, end of life, and other technology management processes.

  • Functions as Technology control officer on local regulator-mandated internal control board representing the local Technology unit.

  • Is primary local Technology contact Corporate Information Security for all cybersecurity-related policy implementation and programs involving technology.

  • Oversees timely completion of internal mandates including vulnerability remediation, end of life, and other technology management processes.

  • Understands, maps, documents and maintains regulator-mandated process controls and risks inventory requirements against Bank of America’s enterprise process control framework and inventory.

  • Leads annual risk management boot camp for regional Spanish-speaking Technology and Operations teams.

  • Interacts with local partner banks, industry groups and external regulators in proposing, discussing, and interpreting regulatory requirements from the BofA technology perspective.

  • Interacts with internal local and regional line-of-business, operations, technology, infrastructure, compliance, operational risk, and information security partners in interpreting, rationalizing and planning compliance of regulatory requirements.

  • Oversees adequate documentation of and reports on all local technology related operational risk issues.

  • Champions BofA risk framework locally, and is the primary individual to identify, escalate and debate potential risk issues, acting as local risk partner to in-country technology units and as primary risk champion when presenting issues to the regional and global risk forums.

  • Interacts on a daily, weekly and monthly basis with regional Compliance, Technology Risk, and Information Security leadership in furtherance of timely and quality policy adoption and execution.

  • Produces weekly and monthly internal control reports in support of Senior Management governance routines including the in-country management, risk, and operations committees, and Busines-Technology reviews, among others.

  • Executes the local Technology area business continuity process including the area-specific BIA in partnership with Business Continuity.

  • Executes periodic local Technology controls self-assessments

Required Skills

  • Proven experience in senior technology leadership roles in financial services, retail, fintech, or similar industry/segment, with experience and focus on technology controls and risk management.
  • Proven experience leading and influencing local, regional and global teams to deliver against aggressive timelines.
  • Able to manage complex business priorities while ensuring full compliance with local laws and regulations and meeting all internal technology objectives.
  • Well versed in technology controls, risk management practices, audit management, and information security topics.
  • Ability to operate as a team manager and as an individual contributor, influencing across Technology lines, to meet corporate risk management and control objectives.
  • Fluent in Spanish and English.

Desired Skills

  • Mexico banking and/or markets industry experience.
  • Bachelor of Science degree in Computer Science, Computer Engineering, Business Administration or equivalent.
  • Knowledge of Mexico regulations.
  • CISSP, CISA or other similar information security related certification/experience
  • ITIL / Service Management experience/certification.
