For Access Networks and Authentication Services, within CTI - Core Technology Infrastructure

Scope of Work:

  • You will manage the Agile portfolio process for the Access Networks and Authentication Services architecture, engineering and service management department, within the global network services division.

  • You will be responsible for consolidated departmental strategy and roadmap, based on the input of the service/product owners, who are responsible for generating their respective service roadmaps.

  • You will report to the department leader, who reports into the global head of networks. You will be 4 down in the reporting hierarchy from the global head of technology, who is a member of the firm’s executive committee reporting to the CEO. You will be the primary liaison for our department into the central strategic portfolio management process for global networks.

  • The portfolio in this case means the book of work which is executed by a team of 40 US based and 12 India based employees, supplemented by ~25 man years of SOW or Staff Augmentation resources, with a resource budget of ~$11MM. In addition to these personnel resources, we will also be directing ~$40MM of net new non-personnel cash expenditures (hardware/software) in 2022. The base recurring non-personnel expense base for the supported services is over $100MM per year (circuits, depreciation, maintenance).

  • Access Networks consists of all the network infrastructure, globally, which supports the connectivity of user devices (PCs, phones, etc.) and other IOT devices, resident in Bank of America managed real estate (~4600 branches, ~300 enterprise locations), back into the core backbone network; as well as connectivity to standalone ATMs in the USA (~6000).

  • Authentication Services consists of the infrastructure which validates (“authenticates”) and allows (“authorizes”) devices, bank employees and guests, to access the bank’s private network, whether this is from a bank office, or from home via various remote access methods.

  • Bank of America’s network infrastructure ranks among the top handful of the largest enterprise deployments in the world.

  • The team is engaged not only in traditional network infrastructure type of work, but also in automation, telemetry and data analytics to improve performance and reduce manual effort associated with our services. Roughly a quarter of the current overall effort in our portfolio aligns to this latter type of work, and is expected to grow.

  • You will be an individual contributor from a formal reporting perspective, but you will be the key person in the team who aligns people to demand, for roughly 80% of the overall department. This is a critical, highly visible role that is fundamental to the efficiency of the whole department. You are effectively acting as the deputy, or chief of staff, to the head of the department, representing departmental strategy and driving resource assignment.

  • The team is organized overall in a consultancy type structure. A subset of individuals have roles which carry permanent responsibilities (service owner and lead product engineers) and these individuals generate the input to the portfolio. Everyone else is part of a consultant pool, and they are assigned work based on Kanban process in which prioritized incoming demand for resources is matched with the skills and availability of the individual consultants.

Key Responsibilities:

  • Develop and maintain overall departmental strategy and roadmap documentation, based on the input of the service owners who are accountable for their individual roadmaps.

  • Manage quarterly Program Increment planning process across the services supported by our department and integrate into quarterly reporting to head of global networks and external parties, to reflect any changes to strategy, as well as progress and plans for roadmap implementation.

  • Manage and continually improve the book of work intake process, for both work which comes in from outside as well as self-initiated work from within our department. “Capture demand”

  • Manage and continually improve the Kanban process by which issues (“demand”) are prioritized and resources assigned.

  • In consultation with Workforce Development managers (2), perform resource utilization reviews in order to identify resources who are under or over utilized, and adjust resource work assignments appropriately.

  • Provide feedback to Workforce Development managers (2) on skills gaps, both versus current demand and anticipated demand, in order to assist them in building skills development plans for the department.

  • Manage and continually improve the framework for issue management which we have developed in JIRA, the primary tool for our Kanban process.

  • Adjudicate conflicts over resource assignment and enforce rank order prioritization of the book of work

  • Manage a 12-month forward view of the Book of Work to enable resource forecasts. This is to include planned/funded ‘change the bank’ work as well as expected demand based on ‘run the bank’ level of effort trending

  • Prepare formal quarterly reporting on future Book of Work for use in forecasting process and act as SPOC for department in the Initiative funding process, representing the service owners.

  • Determine and report on the risk to delivery when faced with anticipated funding or staff reductions

  • Consolidate and provide monthly accomplishments reporting as part of monthly business reports for the department

  • Act as the liaison to the overall NS portfolio management team which has these same deliverables on an NS division wide basis

  • Escalate to the department head if needed for rulings on conflicts in project priority or resource assignment

  • Will be required within 12 months of start to gain certifications which attest to basic foundational knowledge in 3 areas: i) network routing and switching, ii) network admission control and associated security protocols (TLS/PKI), iii) process automation within network context. If coming in with no such skills, each of these entails 140-180 hours of training.

Required Minimum Qualifications:

  • Minimum of 3+ years of agile portfolio management experience or equivalent leadership experience

  • 7+ years’ experience in Information Technology or related function

  • Highly proficient in the use of JIRA issue tracking system

  • Experience with agile methodology and frameworks like Scrum, Kanban and SAFe


Desired Skills:

  • Bachelor’s or master's degree preferably in Computer Science, Information Systems, Business Analytics,

  • Business/Economics, or related field / work experience

  • A blend of business, IT, financial and communication skills

  • Ability to facilitate and drive process improvements and partner with other functions/individuals

  • Proven ability to build commitment and empower others, communicate with clarity, courage and timeliness

  • Effective influencing and negotiation skills in an environment where resources may not be in direct control of this role

  • Comfortable with ambiguity, can handle the unexpected with flexibility

  • Experience in engineering role for network or AAA technology
