FDCO OR&C Risk Lead – Laws, Rules and Regulations (GBAM Ops)

The Fixed Income, Currency and Commodities (FICC) & Derivative Core Operations (FDCO) team perform end to end trade control, confirmation and settlements processes across FICC businesses and provides utility OTC derivative confirmation and settlement services for non FICC businesses.

Within FDCO, the teams provide multiple services such as FICC trade control, Foreign Exchange (FX) electronic matching and settlement, Over the Counter (OTC) derivative confirmation and settlement, and commodities operations.

The Operational Risk and Control Team provides Governance and Operational Risk Oversight support to the Global FDCO organization. Primary responsibilities include Risk and Control support, issue management, Ops Loss reporting, Policy guidance, Metric design and Management reporting. Our associate tend to have a good working knowledge of various fixed income products, their corresponding lifecycles, and are capable of collaborating with our support partners.

FDCO is seeking a senior level individual contributor with a strong control mindset and experience across multiple Global Markets products. The ideal candidates experience should include Operations support, Compliance, Legal, Regulatory, Audit and Operational Risk within the Fixed Income, Currency or Commodities trading businesses, including derivatives instruments.  This position will operate as a Risk Lead over Laws Rules and Regulations for FDCO supporting the FICC and Derivatives Core Operations Globally.

Responsibilities:        

  • Principle Lead responsible for supporting FDCO LOB’s with evaluation and assessment of Laws, Rules and Regulations applicability and ensuring FDCO OR&C’s oversight and support structure is effective. 
  • Responsible for supporting OR&C Risk Leads in executing gap analysis, completing risk assessments, managing action plans, and ensuring effective remediation of LR&R issues across LOB as applicable;
  • Implement and maintain a robust management administration of regulatory exams and ad hoc inquiries across FDCO Operations Globally ensuring sufficient attention to detail and driving LOB responsiveness;
  • Central point of contact for Regulatory Relations, pertaining to Regulatory Examinations impacting FDCO. Review regulatory entrance /first day request letter for applicability to FDCO. Attend kick off calls, as requested, and facilitate FDCO contributions.
  • Collaborate with GMO LR&R colleagues and the GBAM Operations Regulatory Centre of Excellence to drive a model of regulatory engagement excellence, implementing consistent standards, building robust repeatable processes and providing additional support for key exams.
  • Facilitate coordination meetings for FDCO to assist in determining initial interpretation of Request Letters and agree SLT ownership to draft response materials.
  • Ongoing tracking and challenge of materials in managing submissions to Regulatory Relations.
  • Ensure the Transition from a Process, Risk & Control (PRC) governance framework to the new Single Process Inventory (SPI), across FDCO LOB’s, includes adaptability of Laws, Rules and Regulations to ensure compliance and adherence to requirement;
  • Evaluate new policy requirements to understand the relevant impact and changes applicable in order to effectively communicate those requirements;
  • Engage FDCO teams to manage the roll-out of policy requirements and ensure compliance;
  • Support Risk Leads to effectively review &  challenge their lines of business Process & Control Ratings (PRC/SPI), in context to LR&R;
  • Support Operations teams during Internal audits, GCOR Targeted Risk Assessments,  Operational Risk Assessments and Regulatory reviews;
  • Research and Investigate ad hoc LR&R or governance inquiries across FDCO horizontally; 
  • Strive to embed a risk awareness culture across the Global Markets Operations.

This individual contributor role will have regular interaction with a broad range of stakeholders, including senior management in FICC & Derivatives Operations, Compliance and Operational Risk, Business Controls Monitoring & Reporting (BCMR) & other Enterprise level Risk teams across the organization.

Minimum 12+ years of practical experience and a 4 year College degree in business, finance or accounting disciplines ; JD, MBA, CPA and/or Risk Management certifications preferred; FINRA Registrations beneficial.
