Vice President, Compliance and Operational Risk Manager (Equities Electronic Trading)

Your background

  • 12-15 years working in same area or relevant risk management experience;
  • Good understanding of regulatory landscape as it relates to the Equities Electronic Trading business in HKG and the region such as the SFC Code of Conduct and Circular on Algorithmic Trading; ASIC RG 241 and SGX Algorithmic Trading Regulatory Guide
  • Relevant compliance and / or risk management experience in Equities including a good understanding of the product offering
  • Exposure to trading algorithms and Direct Electronic Access (DEA) – either as a trader, business manager or technologist
  • Good executor – ability to solve problems in a fast paced environment
  • Good understanding of compliance risk and ability to drive risk assessments and desk reviews to a closure
  • Ability to ensure consistency of approach in addressing compliance issues across the region
  • Connect with global counterparts and ensure APAC issues are heard and get the attention they deserve
  • Has experience building or having input into to the creation of surveillance reports and testing models for use in the area of Electronic Trading order and execution flows
  • Connectivity with HK Regulators- the SFC and the HKEX
  • Cantonese and Mandarin – to cover as and when needed – particularly when interacting on China Equities matters where Mandarin is required
  • Good communicator- ability to communicate clearly and succinctly across all levels in the organization with sufficient gravitas in interacting with Senior Management 

What you can expect

The Compliance Manager is responsible for engaging in activities to contribute to the independent compliance oversight of Front Line Unit (“FLU”) and Control Function (“CF”) performance and any related third party/vendor relationships in alignment with the Compliance Risk Management (“CRM”) Program and the Global Compliance Enterprise Policy (GC Policy). As a member of a FLU or CF compliance officer team, the Compliance Manager demonstrates and applies business acumen to promote a culture of compliance and the identification, escalation and timely mitigation of compliance risks. This role exercises judgment and influence, and may constructively challenge FLU and CF leaders to support the CRM Program objectives, balancing business strategy with appropriate controls. 

The Compliance Manager is accountable for contribution to the requirements in the GC Policy aligned to compliance officers, including but not limited to the following activities:

  • Assist the Compliance Executive in maintaining and communicating regulatory changes, advising and directing business leaders to ensure that regulatory requirements are addressed in their respective process and controls so that their day to day activities operate in a compliant manner.
  • Engage other compliance officers, Enterprise Areas of Coverage roles, and horizontal function roles to provide oversight of FLU and CF activities.
  • Conduct compliance risk assessments of FLU and CF.
  • Contribute to monitoring and testing coverage plans and related metrics for Front Line Unit (“FLU”) or Control Function (“CF”).

What you will do

  • Provide relevant compliance advice on transactions as it relates to the Equities Electronic Trading
  • Assist with Reviews of new algorithms and DEA paths and significant/material changes to them as well
  • Assist with responding to queries/surveys from regulators within the region
  • Assist with regulatory queries and investigations
  • Work with the Regulatory Inventory change team on assessing and implementing changes relating to Laws, Rules and Regulations
  • Interact and face off with HK based regulators on a number of different issues as and when needed
  • Undertake targeted compliance desk reviews as it relates to the Equities Electronic Trading
  • Devise and conduct training on electronic trading
  • Assist with the development of Monitoring & Testing plans
  • Identify, raise, track, and close out audit issues and control enhancements.
  • Participate in governance and control forums.
