Vice President, Technology Delivery Lead

Your background

  • Tertiary education required

  • PMP (Project Management Professional) is an advantage

  • 5+ years technical project management / business analyst experiences

  • 5+ years’ experience in Payment and Cash Management business domains

  • Proven experience in IT, with a supporting degree in Computing Sciences / Information Systems or related discipline

  • Experienced in end to end technical project implementation either in-house development or with vendor

  • Experienced in working with technical team in different time zones

  • Vendor management experiences is a MUST

  • Experienced in PMP methodologies, 6 Sigma, development methodologies such as Waterfall and Agile

  • Excellent command of written and spoken English and Japanese at native level to be able to communicate with stakeholders.

  • Experience working with Japanese Yen clearing systems

  • Experienced in working with central bank / clearing house technical team is a definite advantage

  • Knowledge in Oracle, MS SQL, and Unix with shell scripting ability

Desirable requirements

  • Knowledge in Application and Web Server such as IIS, Apache, JBOSS, IBM Websphere

  • Knowledge in development tools, J2EE and .Net framework

  • Basic understanding of MQ

  • Knowledge of SWIFT is desirable

The role of a Technology Delivery Lead in Application Development team for Global Transaction Service Technology (GTST) to manage end-to-end application development initiatives from project planning, requirement analysis and measure, design and analysis, development, SIT / UAT and implementation on time and on budget.  The Technical Business Analyst should demonstrate strong experiences in vendor management and knowledge in CBK, IBK, GTS, Treasury, and Trade domain with familiarization within the local Japan market and regulatory practice.

What you will do

Primary Responsibilities

  • Overall technical lead having end to end responsibility of all technical aspect of a project, including effort estimate and budget management, application design, bank technology standard governance, IT security management, SIT and UAT coordination, pre-production implementation and post-production application support handover

  • Work with Line of Business to elicit, define and prioritize project requirements

  • Work with Solution Architects to ensure solutions support bank technology strategy and standard

  • Work with applied architects / vendors / in-house developers to translate solutions into system implementation

  • Establish SOW with vendor, monitor vendor progress throughout the project life cycle as part of vendor management responsibility

  • Communicate project status, resource constrains and open issues to Portfolio/Program Manager on a timely manner

  • Address technical queries and issues arising from users, vendors, and developers

  • Share business knowledge throughout the team on a regular basis

  • Ensured that development activities satisfy applicable local regulatory requirements

  • Regulatory/Clearing House engagements.

Additional Responsibilities

  • Forecast resources allocation and track utilization

  • In addition, this role will provide as a backup for other Delivery Leads in the following area, when necessary:

    • Manage projects following the Bank’s ECMS (Enterprise Change Management System) Process and ensure proper project documentation is in place and in good standard.

    • Work closely with Global Transaction Service, Products, Operations and Systems Developments in justifying projects to proceed, and ensure projects should be implemented with good user acceptance level.

    • Facilitate in project meetings and different work sessions to ensure different support teams are clear about the responsibilities and roles to play.

    • Monitor and provide updates to senior management upon the project proceedings, alert and escalate to appropriate level of management when issues or risks are identified which can jeopardize the projects.

    • Work closely with other project managers, to share knowledge on project proceeds, and actively react to issues that may have negative impact to any projects.

    • Help the manager to plan for resources allocation and provide cross project support to the team.

    • Help and govern initiatives establishment, during the idea generation stage, to ensure the objectives against risk and benefits are well balanced.

    • Ensure projects are managed within planned budget and schedule, upon the need for deviations, raise alert to steering committee to compromise on the actions be taken.
