Surveillance Testing Specialist

Enterprise Independent Testing (EIT) is a centralized group within Global Risk Management responsible for independent testing of operational processes within the eight lines of business and enterprise control functions at Bank of America to ensure the company is in compliance with domestic and international laws, rules and regulations, and that risk and controls procedures are operating effectively.

The Surveillance Testing Specialist is a role in the Calibration and Effectiveness team under the Enterprise Independent Testing-Surveillance (EIT) department of Bank of America. Enterprise Independent Testing is the enterprise testing utility for Bank of America. The team conducts independent testing to identify evolving regulatory and business process risk within the various lines of business and enterprise control functions.

The Calibration and Effectiveness team is responsible for providing subject matter expertise on market misconduct behaviors on various financial products including but not limited to equities, derivatives fixed income and FX to the broader EIT, Global Compliance Team, Global technology team and First Line of defense team to ensure the banks surveillance program is successful and meets all rules and policies.

The successful candidate must have deep knowledge on various surveillance and market misconduct behaviors such as wash trade, spoofing etc. and should understand the technical challenges associated with financial data and how the quality of the data could impact various surveillance models.

The surveillance testing specialist will be responsible for conducting the periodic parameter review program in conjunction with EIT, Global Compliance, Technology and the first line unit and ensure all parameters are reviewed and fine-tuned. The candidate will also prepare monthly and quarterly reports to senior management, surveillance governance forum, presenting quantitative and qualitative analysis, charts/graphs on alert efficiency, trending and review of inclusion/exclusion logics with the purpose of identifying bottlenecks in the surveillance and ultimately improving the efficiency and accuracy of the banks surveillance program.

This role will require constant and both high and low level communication skills with various stakeholders involved in the periodic parameter review process. As a result exceptional verbal and written communication skills are a must for this position.


Other Key Responsibilities:

  • Work the broader teams such as reporting and GTO to capture necessary data for the periodic parameter review program and utilize tools to create statistical models that can make the surveillance program more effective and efficient.
  • Work with GTO and Reporting team to automate manual work and ensure the success of the future automation strategy.
  • The Testing Specialist is primarily responsible for conducting regulatory required reviews within Global Banking and Markets ("GBAM") for adherence to applicable laws, rules, regulations and Firm policies and procedures.
  • This individual will be performing compliance examinations of line of business sales and trading desks and investment banking functions/processes.
  • This includes coordinating with line of business and compliance partners to establish the scope of each exam; analyzing internal and supervisory controls to determine compliance with established standards and rule requirements; providing comprehensive written reports relating to the examinations; and tracking identified issues through completion.
  • Applies knowledge and expertise of testing programs, industry practices within the business group. Independently conducts assigned responsibilities within the context of the business unit compliance program.

Requires Skills:

  • In depth knowledge of various financial assets such as Equities, Derivatives, Fixed income, FX and OTC products such as CDS and Swaps.
  • Knowledge of market conduct behaviors and knowledge of various trade surveillances and their purpose
  • Knowledge of the applicable laws, rules, and regulations addressing Market Misconduct and Trade Surveillance in the relevant markets
  • Good understanding of financial data and how trading activity is presented in data.
  • Knowledge or experience in trading is preferred.
  • Excellent communication verbal and written skills
  • Exhibit a good level of analytical skills
  • Ability to effectively collaborate with all internal and external associates with various level of seniority.
  • Proficient in Microsoft tools including excel and word.
